You seem to have a lot of time off, considering you are supposed to be working in Tokyo. The first couple of weeks people are busy setting up banking, phones and going to city hall.
We had 2 weeks before our work officially started, so although it took a few days to get the things you mentioned sorted we still had plenty of time to explore Tokyo!
