I hear a strum where you only have a single note, it’s on the tan colored one?
You're right. You can play the whole F chord at that point if you like, or you can strum the E string 1st fret & open C string together. You can play whole chords with emphasis on the melody note as you get more familiar with the piece. This was tabbed out as simple as possible for a first song to learn in a beginners class.
