"Chaldean" here refers to the spoken dialect of Neo-Aramaic used by the Chaldean diaspora spread across the world (who are originally from Iran/Iraq). "Syriac" or "Classical Syriac Aramaic", "Edessan Aramaic" or "Scholastic Aramaic" as Fr. Younan refers to here, is the old language(or Leshana Atiqa), which is the traditional East Syrian liturgical language in which all of our prayer books are written. Both languages are written using the same script, but are not fully mutually intelligible. The church in India uses (or rather, used to use) Classical Syriac Aramaic for services, not Chaldean. (even though we call our liturgy the "Chaldean Liturgy", Chaldean there implies "Liturgy obtained from the Chaldeans", rather than "Liturgy in the Chaldean language") Hope that cleared up things for you :)
