My version of Requiem does not give you skills on use. I have to add skill levels when I level up. I only get EXP based on actions like killing, quest completion, then when I get enough exp I level, and I can say, add 5 points to my heavy armor skill.

I strongly recommend you the Bethesda Plugin Manager plugin for MO2 since it integrate categories for the right plugin panel AND also integrate some xEdit functions like seeing wich plugin edit wich cell, conflicts, load order priority etc... It's truly a blessing for fixing conflicts like your COTN Dawnstar 😉
