I think those people are just curious and wants souvenirs of their visits to Buckingham Palace. It is just so sad that they don't follow instructions! We do not know but perhaps their hard earned money put through to see all these wonderful things inside the Palace.

Many years ago I was walking in front of the palace when someone wolf-whistled. I looked around and there was no one there but a royal guard staring stone-faced straight ahead. I knew that the guards never break their pose (even when provoked), so it couldn't have been him and was about to turn away when he gave me the tiniest almost imperceptible wink. Loved it!

The Royal Guard is in charge of a meaningful job and does not need to be taunted all day long. I feel terrible for the horses, too.
