The same here on my 08 civic ex sedan. The problem is that the power steering system is sucking air (and may also have a small leak of power steering fluid) through one or two of the oil ring(s). Thus, every time the steering wheel is turned, the wining noise. This is common in 8th gen civics. Solution, change both oil rings. For my vehicle, the Honda parts numbers are: 91345-RDA-A01 (inlet oil ring), and 91370-SV4-000 (outlet oil ring); try Ebay. There are good videos on how to change them on UA-cam. Good luck.

Top up your power steering fluid to max. It will go away but mind you it’s a temp fix. It’s basically a small leak with your steering rack or pump. Get it checked but nothing major to worry
