This is not really effective for all pants, maybe for some tailored pants and very specific material. I am 38 above the belt area and even more above my belly button and yet all my pants are 36: jeans, cargo, etc... and they fit perfectly.

I feel like the idea that if you can fit in a finger or two between the collar and your neck it's a right fit isn't necessarily accurate, both the cloth and your neck are easy to squish so it's not hard to fit a finger or two. For example, it honestly looks like the collar is too tight for the guy in this video as he keeps pulling on it despite being able to fit two fingers.
