Here is why some levels may have a score of 0%: The utilities are numerical values representing the survey participants' relative preferences towards each of the attributes and levels. The different levels of the attributes are combined to form different alternatives. If we think of the overall desirability (or “utility”) of an alternative as being rated on a scale of 0-100, then the alternative with the lowest possible desirability would have a score of 0%. This alternative would be made up of the lowest levels of each attribute. Then, 0% + 0% + 0% etc would add up to 0%, the score of the least desirable possible alternative. It follows, logically, that the lowest-ranked level (worth 0%) that you have defined for each attribute need to be the worst possible/imaginable (and at the other extreme, the highest-ranked level that you have defined for each attribute need to be the best possible/imaginable. Note that the least desirable possible alternative isn't necessarily a real existing alternative, it's just what would hypothetically be possible. Conversely, the best possible alternative would have a score of 100%, which is what you get when you add the utilities of the highest level on each attribute together. I hope that helps!
