Great question! As long as you pay the full business class mileage when you book the premium economy, you can change (with a phone call) if you find business availability. If you pay the premium economy mileage when you book, my understanding from ANA is that you would be stuck and would probably have to cancel and rebook to get business. You would definitely need to call to try to make the change.

First, if your miles allow you to do something you wouldn't otherwise be able to, they are PRICELESS! If you're deciding whether to pay cash or use miles, you should get a minimum of 1.5c/mile. Getting over 3c/mile is a great deal!

Very true about the lounges and how busy they are. Houston is also much easier to navigate, like Dulles. The food didn't seem that appealing to me when I went through Dulles several weeks ago.

Thanks for the question rsbsail! Most of the time, the answer is "No" as long as it is the same operator and not a codeshare on a partner airline. Terminals 1-3 are connected so changing between them or staying in the same terminal will not require exiting and reentering security. United and American domestic flights and international departures are usually in terminals 1-3. Most international carriers leave from terminal 5 so if you come in on a domestic flight in terminals 1-3, you will need to reenter security for terminal 5.
