haha you are nuts... or else you're some ole tourist that wants Malta to remain in it's dark ages, for your sake so you can take pictures and laugh at it's primitive states when you yourself use state of the art public transports - IF you are non Maltese that is.. but if you are, then even you can't deny the improvement - this video is one example

I have found Malta improved 10 fold since it joined the EU fold.. so not sure what you're on about. The only problem is that as a result of this, tourism has exploded and it's become more crowded especially during the summer months - so that is the time to avoid any visits. So not sure what freedoms you're thinking of.
