It's a tough question with so many factors Location, Offer, Modalility. Once they are on the phone it's all over red rover. The game is to get the most pick-ups and bookings. Speed to lead and booking availability is the key here.

You mentioned duplicating the 'adset' - did you mean duplicating the ad rather within the same adset?
You would duplicate the ad set with the new ads, if you create the new ads in the old ad set it would spend the budget incorrectly

Guess what, I said no. I will wait 12 months and buy it. Then he brought a list that they have on already shipped stocks but customers canceled or changed their minds after making the order.
