Your VOR explanation is incorrect. Your description is more akin to a TACAN. VOR reference signals are always radiated. The variable signal varies degrees for degree around the VOR due to how the sideband antennas are fed/configured. On a TACAN, there is a North reference burst and the time from NRB until the rotating signal is received determines the degree.
