The Essential Emergency Manager
One of our greatest challenges as emergency managers is proving our value to elected officials, the tax paying public and even to each other. When we get that quizzical look from the budget people and the pointed question from public leaders, "What does the office of emergency management do. . . exactly?" we are abysmally bad at responding effectively.
The complication is that emergency management is like insurance with an associated daily cost that no one wants to pay up front but whose value becomes apparent only when really bad things happen. Worse yet, because our primary mission is to enable effective action by OTHERS, it's precisely when we are doing our jobs well that we are almost invisible!

    I saw some figures running around on the screen, but I still don't get the impression that anything of value is being promoted here. It looks like an excuse for an organizational structure that is rarely or never needed. Say you keep a handful of firefighters on duty, that sit around polishing shiny fire trucks in case they are ever needed, and they thankfully come to the rescue every once in a while. Now imagine an EM that is needed even LESS frequently, maybe never, and you're paying them along the way. Hmmm.... I've got to imagine that this is a redundant overlap with other organizations. I can't imagine that the local first responders are feeling need for a middle man, or a gap in communication with elected officials. Also, in the event of the worst-case nuclear strike mentioned in this video... your EM is already dead, or functionally unavailable. I may be uninformed on the intricacies involved, but imagine the arguments made in this video might be an example of how governments sometimes "create jobs", and why government spending often increases without any corresponding value for the tax-paying citizen. In any event, I don't see this as improving conditions, rather it seems to complicate flow, and introduce more opportunity for human error in the large-scale emergency when this situation engages. It sounds like this type of function should be handled by people who are already actively embedded in the emergency response teams (police, fire, 911, etc), and already used to communicating with the other organizations. Not a group of inactive outsiders.

    Em in the states is no surprise politically corrupted and adheres to certain agendas to keep money donations to the old farts pockets nice and full. I’m leaving this career and not looking back.

    I'm interested in this career path. I already have a bachelor's of sociology, but would like to find a good online MPA program that offers emphasis in emergency management. If anyone out there has any recommendations or resources, I would love to hear it!

    WHY DOES IT SAY STRATEGIC LEVEL AT TOP OF THE PYRAMID WHEN THE STRATEGY IS WITH EMERGENCY MANAGEMENT TEAM >THE POLITICIANS AND BRANCH DIRECTORS ARE THE BUREAUCRATS THAT ALWAYS MES THINGS UP AND SHOULD ONLY BE PROVIDING SUPPORT AND MAJOR RESOURCES .EVERYONE KNOWS THE FEDS AND POLITICIANS ALWAYS HAVE MIXED OBJECTIVES WHICH ALMOST ALWAYS CAUSE HARM TO THE VICTIMS OF INCIDENT EMERGENCIES THIS PORTION OF THE PRESENTATION IS WRONG THOUGH SADLY ACCURATE CURRENTLY .

      Of course YMMV applies, and everyone isn't going to be satisfied all the time. So they post all caps making broad accusations with little detail. Your avatar suggest a wrecker truck operator. I know many wrecker truck owners/operators. I never heard any go on as you have. Generally there major complaint is is the problems created by some in the general public. Always in a hurry and often in the way. With fatal results. Your correct the video is imperfect. Preincident Emergency Management does develop plans and strategies. When a large scale event does occur, it's the strategic/executive level where its decided what plans and strategies best serve best for situation at hand, and it's EM that manages those directives. Don't like that executive level? That's too bad because it's the governance the people have decided on, and gave the individual at the top level the jobs. You use bureaucrat is a pejorative manner ignorantly not understanding the EM level is where the bureaucracy exists. Bureaucrats are always in a rock and a hard place. They are the on charge with making a government work for the people. They try have to satisfy two masters. The public, and those who the public votes into offices.

    This is a great representation of what we do during a disaster, however it does not adequately address what we do on a day-to-day basis. Disasters, for most emergency managers, happen quite infrequently, so this is only showing what we do a very small amount of the time. The day-to-day video would be far less exciting :)

    Just got this link off of my twitter and really thought it did its one job well to explain emergencies to the public. we always hear after disasters that so and so didn't talk to so and so and this department didnt know aobut this other department. good to know someone tries to fix that.     I think this is a well meaning, but ultimately silly and ill-informed video. Do you really believe if an improvised nuclear device is detonated "emergency management" will be in charge of making sure all public safety services are coordinated? Please put down your planning manual and open the window. And while you're making sure "everyone has all the information all the time" please find a way to incorporate how the media (mainstream and social) will be shaping the information environment.

    Good idea; I'm challenged always to explain why what I do matters and needs to be FUNDED. Too many founders want nothing more than a picture for their annual report or widget counting.
