There are different alt subcultures. Scene, emo, Goth, and punk to name a few big ones. The first three are music-based primarily, but can have some overlap with people who just like the style. Meanwhile, while punk IS a music genre, its also a leftist political status or belief. Punk is about what is right for the people and unforgiving about their opposition to facism and capitalism. Designer bags are in conflict with punk ideology, which is probably what people mean. I also see how it could mess with other alt cultures, because the entire point of alt fashion is to be seperate from the norm. I honestly do not care but I entirely see where they're coming from.
