Unfortunately, the excitable "cop" was from soon to be fascist-governed Romania which officially joined the Axis in late 1940. Lousy situation for so many countries with Stalin and Hitler making demands--sometimes in concert with each other.
Although I do love Charlie Chan this episode has a bit of racism involvedif you watch and listen closely at moments when the Black Butler comes aroundyou'll hear the dialogue they're using that is racist but if it was me and I was going to say some racist towards Asians if I was the actor during these times I will be held highly accountable

the final words in the film by charlie chan, how prophetic. "wise man say be careful of spider that invites fly into parlour". in other words hitler inviting chamberlain to munich. as the movie was made in 1939 it has nothing to do with america, but is the prophecy with regard to britain & france going to war with germany in september 1939.
Was going to post this as well…Probably my favorite aspect to this particular Charlie Chan adventure. This movie likely my least favorite Charlie Chan made by Fox movie studio.
One of the most comedic Chan films I have seen which didn't include #2 son and Birmingham, lol. Thanks for posting. Funny how these old cars seem to always start when quick getaway needed. No need for the drama in films nowadays when car seem to always fail to start when haste required, says Charlie Chan; or was that Confucius? "Wise man say be very wary of spider who invite fly into parlor." Amen, Charlie.

Wish someone would take lost Chan films scripts and recreate films with oriental leads.
It would be hard to make them as good as these but it might work. People complain that the actors who played Charlie weren't Chinese but that's what actors do, play someone they aren't. Who complains when an American plays a French or Irish person or black actors playing white Founding Fathers?

Love these old Chan movies. but the stupidity of the sons and assistants should have been left out.
The best thing about the Charlie Chan series is that there are always several sub- plots working at the same time. It makes us think about who is really the guilty person
