Putting non state actors in charge would be worse than governments or states in charge. We have governments in charge on earth who are realistically financed to power by billionaires , and look what the world is today in a catastrophic disarray! There we have the so called leader of the modern world America now gone under the leadership of a Donald Trump who does not know whether Great Britain has a nuclear weapon, and billionaires are bent on the intent of replacing democracy with dictatorship and autocracy. Legislatures, Parliaments, and Congresses should be in charge as are independent regulatory agencies with tenure status not under the directorship nor control of the President.

An important issue in planetary defense is the benefits astroid mining may bring under effective regulatory management. An asteroid that is converted to equipment distributed amongst the space activities of humanity is not likely to be a risk to Earth.

How do you propose to engage in cyber security when the target is on Luna or in an orbit? What are the operational limits on privacy in that case. How can an international cooperative body overseeing private industry operations on Luna cooperate to provide security?

Perhaps the way to incorporate a Lunar Resource Extraction Company would be under an ISS like cooperative governance where employees can be hired from signatory countries, the company would be a private company, & the government would be representative of the countries who are signatories under a negotiated treaty.

One means of preventing divisive appropriations would be to develop negotiated, & shared appropriations between countries. Under a cooperative ISRU-Extraction Program.

OSHA, & international equivalent agencies should have representatives at such conferences to aid in legal protection for individuals safety rights.

I would become a citizen of the solar system starting on Luna building a heavily resource extractive infrastructure leading to an industrial revolution on Luna to serve the logistical supply chain for the occupation of Mars & development of a fleet of built in space for flight in space city sized cycler vehicles to serve Earth Mars heavy shipping.

if a NASA manned base on Luna were to reach a population of over 30,000 would they be able to elect a representative under Article 1 Section 2 of the US constitution?

Moon landing was so fake that children could debunk it. “Space” never meant “outer space”, it meant the human connectome, the deep brain subconscious, because according to the WEF the mind is the “final frontier” and space is the “final frontier”. Grow up, squeaky NASA creature.

This was an excellent presentation It's not an exaggeration to say that the military uses of AI will be one of the most important determinants of the future of humanity. One example I like to give about model training on the wrong features is camera conditions. In the case of recognizing allied aircraft, you might have worse camera and lighting conditions for photos of non-allied equipment, so your ML finds it easiest to key off image clarity instead of aircraft geometry. Real-world example: I thought I was training my model to recognize hand gestures, but in fact it was often just looking at how bright the image was. So a device that worked great in initial lab tests fell apart when the hand was gloved, and probably would've done badly on darker skin if we hadn't caught the problem.

Thanks for posting this. Lots of videos with much higher view counts do little more than describe potential space-law problems in vague terms. It's great to see a video with a lot more detail, by someone who wrote a thesis on the topic. Space law is not an easy problem domain, but with the rapid development of space access, it's a safe bet that many of the issues will not be theoretical for much longer. Thanks again.
