And it looks like they are trying to use her to do Remote Viewing against the Russian military, in which she gets into the mind of say a Russian general on the other side of the world, and then uses his eyes and ears to listen in on top secret meetings. There were rumors in the 1970's and 1980's that both our CIA and Russia's KGB were both doing experiments with psychics to attempt Remove Viewing. They want to use 11 to spy on our enemies? I think that Joyce could see Will in the wall because El was using her powers at exactly the same time, so that the boys could hear Will. This weakened the boundary between where Will is trapped and the normal world. El could only sustain this for a short while. When she weakened the normal wall returned.
