It means that it is forbidden to stop and park. It's the letter "E" because the verb to park in Portuguese is "Estacionar".

@@arbjful In Brazil, we use kilometers per hour instead of miles per hour. Usually, the limit on highways is 100 km/h, but it can be more or less. There will always be a sign indicating the speed limit. Also, I recommend you use the app Waze. This app is super helpful as it shows the current speed limit and where the speed traps are so you don't get a ticket.
