Is there a certain TIME, or weather condition that needs to happen before one of these starts swimming around? I can't find one. 😢
You can also try some other places. I got this off of UESP Three guaranteed Pygmy Sunfish can be found in a pool within Ancestor Glade and can be caught without a fishing rod. Three more can be found immediately north of Steamcrag Camp in the lake Another three can be found north of The Atronach Stone in the nearby hot spring. It can be caught at Heartwood Mill, west of Riften, by donning the Lucky Fishing Hat and using the Alik'ri Fishing Rod.
I figured it out.. But I am having bigger issues with the pearlfish.... I might try this same trick and see if that works for the pearlfish as it did with this one... I had to **find a bait box to fish in*, *AND** had to don the lucky fishing hat so that the rain would start... Then fast travel to the desired location that DIDN'T have a bait box, while it was still raining... Then the fish came out. It seems like these fish are little divas, and missing any of these elements will make them not want to come out and say hi.
To all the people thinking this is a real place and real roller coaster, give me a call. I have some things for sale.

I've been on loop coasters. If you close your eyes you just feel yourself going up a bit and them down. Not very scary as a full vertical drop.
