    This is great! I'm impressed that UA-cam suggested this to me. I know why they did, but it's impressive nonetheless. It's visually and audibly similar to EBN (Emergency Broadcast Network), an electronic video/music group from the 90s that I watch videos from regularly.

      Idk when I'll be able to make a tutorial so I'll try to explain how to do it. Most of it was done in Touchdesigner. For the base I used the component from the tutorial by @OkamirufuV ua-cam.com/video/Omj6mpf6kTk/v-deo.html. Then you can run it into a displace with the vertical source set to none. For the second displace input I used a noise with a high period, amplitude and exponent and with its transform 4D being manipulated by an audio file added with absTime. To color it you can either run a ramp into the base component or use a lookup with a ramp after the second displace. For the VHS effect I used a HDMI2AV converter and ran it through VCR and a capture card to get it back. If you have a good camera I would recommend running it out to a CRT TV and recording the screen so you are able to capture the footage back in HD. Lemme know if that helps.
