    Canada is not a democracy. To live in a legalized real democracy, you would have the legalized right to introduce and vote on government bills. Search Legalize Real Democracy Party to get informed about what democracy really looks like.

    Hello Scott!, Code as Rules sounds great! Great videos. comments: "may' or 'could' ... usually just means that there are additional criteria that need to be examined to make a decision, which in turn means more work is needed to find those implicit criteria. The example in the video wasn't meant to be taken literally, I imagine... but the code in the example looked a lot like javascript. javascript is a language that is not focused on readability. I think it is important that the rules, after they are translated into code, remain readable, so the choice of implementation language is important. Python is a language with great qualities for this: ( pythoninstitute.org/what-is-python/ ) Python values readability and concision and that makes it easier for people to understand. It's not the best if you write rules in human language, but then have no way to audit the result, because the resulting code is too arcane. Beautiful code should result from clearly understood rules. I think people underestimate the amount of review and iteration needed to get what you are doing done correctly. You really want a (preferably public) git repository and an issue tracker (like on github.com, but there are many equivalent options.) where the code is presented for review, and *branches* represent the rules in various states of review. After choices are made, those changes get merged into the *main* branch. It should be understood that rules will evolve, as politicians take feedback from citizens, as people figure out loopholes, and thus version control can help when it comes time to propose improvements, folks can create branches that can be evaluated against one another, and the best one merged. Versioning is an inherent core concept that needs to be part of Code as Rules. I work, on Canada's behalf, with the World Meteorological Organization (WMO). We are trying to modernize a 50 year old, many hundred page tome of regulations/telecommunications standards, called WMO 386 (Manual on the GTS.) We are doing it with a python module on github. We've only had two meetings so far, but it seems to be the kind of setup that might help for this sort of thing: github.com/wmo-im/GTStoWIS2 It seems to be the kind of thing my colleagues in the WMO are pushing for. Just thought it was relevant to share. We've got a long way to go, but I am very encouraged so far. Good luck in your efforts!

      I strongly agree with all your points, Peter. It is really important to communicate - e.g. via these videos - that code is human readable, maybe more so than the language it is based on. Putting in "The Matrix"-style 0 and 1 visualizations do not represent how these rules are implemented as code, and neither does the unrelated Javascript with no whitespace. The video's example of the decision tree could easily be represented as clear and readable Python code: if weeks_medical_leave > 17 and years_employed >= 5: employment_duration -= weeks_medical_leave calculate_vacation_pay()

      imperative programming (javascript, Python, etc) isn't a good fit for this. There's much movement towards adapting logic programming for RaC. Logic programs are simple, can be verified, are easier to read for laymen, and most importantly they are "elaboration tolerant". Meaning you can easisly add new rules to adapt laws without having to go back and restructure large amounts of code like you would with a language like Javascript or Python

    The Canadian Government needs to invest a billion dollars building a main control center for Governmental operations systems for digitalizing Canada's services and programs and health systems and making things more hassle free and easier to accomplish in good ways for the citizens. This would also do good things like improving turnaround times, line-ups and congestion at Governmental offices and should save a lot of time for people once the system is fully developed and up and running. The system needs to be designed to be versatile and adaptive to changes and upgrades over time.

    With all due respect, perhaps the culture of risk adversity exists because the actions of the federal government have important consequences, and I say this with all due respect knowing that Mr Da Pont was the DM of PSPC until April 2016, overseeing the launch of Phoenix. Not to put all the blame at his feet, it would be perhaps more helpful to hear his views on risk-based approach to innovation that's grounded in the reality of the public service based on what he's learned through his unique experiences overseeing perhaps one of the worse failures of public service in decades.
