I don't know if someone else told you this, I've only watched the start of the video so far, but a reason you might have missed akechi's rank 11 is based on some choices you can make during his confidant events. There are three requirements AFAIK. During Rank 7 of Akechi's Confidant, choose "You're my rival." During Rank 8 of Akechi's Confidant, win against him in battle then choose "I accept." After securing the Treasure route to Shido's Palace, choose "I want to keep our promise." I haven't watched your playthrough in full yet so I don't know what you've missed, but missing any of these could be it.
Yeah, I figured it out later in the day way after I stopped playing. The third thing is what I messed up, which was extra funny because I'm playing it this way I literally didn't even remember choosing it wrong because it happened like months ago
