They would kick them back to underground without listen, it happened in octoexpasion with 8 who wanted to living with them and craig order 3 to Attack them and almost with the Octos arriving the surface if it wasn't by pearl who convince Craig to stop that acording to the chats. And right now in S3 Octavio and the Octarians didn't need the Zapfish cause they are already in surface.
