How this bus has only 40 berths, why not 42? Where 2 berths gone?

90 speed lock is ok but vrl new buses is locked for 80 kmph, that is less. Recently I have travelled from Bangalore to Mumbai, and the driver was driving that bus at only 70-75 speed, so reached my destination almost 3 hrs late 😮
