Question for Russian people. Is this Russian imperial flag and coat of arms some kind of Pan-Slavic variety? Because I've seen other Russian coat of arms with black eagle, but this particular one has on its wings small coats of arms of other Slavic nations that were a part of the empire so I thought that it is some kind of Pan-Slavic version of a normal coat of arms.
This coat of arms is the coat of arms of the Romanovs, and the flag of the empire meant the Romanovs. Small coats of arms mean territories ruled by the Russian emperor, the tsar of Poland, Taurida, Kazan, Astrakhan and the like. There is nothing pan-Slavic there, pan-Slavism is a dead ideology, the tricolor appeared under Peter the Great's father and was the trade flag of the Russian Kingdom, later Peter made it the national flag. There is nothing Slavic there.
