Wait what ... at 1:48 or so the shape drawn just appears within the two separate objects, how is this done?
So, that shape isn't appearing it's just being "cut out" the rectangle background. To practice this, draw a rectangle any size. Use the pen tool and draw any random shape within that rectangle. Select both at the same and hit ( Ctrl - ) for the Path Difference function. When cutting out multiple shapes you need to make sure to combine them first ( Ctrl + ).

my issue is keeping the same scale or porportion when using the shape tool then the bezier tool so I don't have to keep changing the stroke width
That can be achieved. If you double click on the Bezier Pen tool icon the preferences menu will pop up. Change the "Style of new objects" to Last used style. This will keep the same stroke and fill color used previously.
Still new to Inkscape sort of and tried this several different times but it never came out looking right. I have no idea what I am doing wrong. - Heidi Edit: Figured out why it looked wrong. I had it set to outer as you did in the video but I changed it to inner and it looked how I wanted. :)

If you don't scale it proportionally, the stroke width scales differently on different sides of an object. Is there a way to solve this?
That shouldn't happen. When you scale, it may seem that the strokes(vertical and horizontal) will be different sizes but once you unclick they will even out again.

I'm not sure what you mean. If your talking about not having a stroke/border then first select your shape and while holding the Shift key click on a color at the bottom of the screen. Or hit (Shift + Ctrl + F) and select a color from the Fill and Stroke tab.
