They built him up so good story-wise, but in combat they create this situation where our protagonists are fighting him and they are giving their maximum to barely hold him off, and just when they think they managed to survive, Madara shows that his power goes waaay beyond that. That crushes every spirit and expectation of fighting him. He as a character seems tremendously OP just because of these situations.
