Pilot transferring is unsafe and dangerous by Harbor Tug Boat from or to the ship. I analyzed and observed at many ports, Pilots using Harbor Tug Boat for transferring.     He is not a pilot. And it's not a pilot boat. He's a shore tech or something like that, and had decided to go down the ladder with a backpack on instead of having it lowered on a heaving line, on to a launch with no assisting hand on the bow. The vessel is not underway, probably anchored.

    If the pilot boat approaches while he is on the ladder then there is a risk of the boat grabbing and yanking the ladder down, making the guy fall and hit the boat surface. The fact he landed in the water is a good thing. I blame the guy for starting to climb down the ladder to soon

      because the vessel and the launch move independantly from each other and you'd yank the guy of the ladder once he tries to step over...or you have to leave slack in the line wich can entangle him....

    Tertible boarding angle approach given by pilot boat. Pilot should be fired . I wonder what the water temp was and if he survived ? VERY PREVENTABLE

    Apart from everything that was wrong on part of pilot boat, the ship pilot or whoever this gentleman is, appears to be in a hurry.

    Why did the launch not have a crew member on the deck to help the guy onto the boat. We do pilot boat operations - both vessels are underway which helps, but also we have usually two deck hands to meet the guy climbing down the ladder who counts them down the last few steps and they grab hold of their belt so that they are safe!

    seafarer's (Deck Seamen/ ch officers /Masters) awareness is the key- the onus needs to be taken by shipping companies to train them in this respect. Unless that happens - nothing will work out. we have some good hope new amendments to PILOT ladder regulations. How seriously will it be taken by community is anyone's guess.

    Too much to climb and imagine doing this in a choppy sea! There should be mechanical ways of delivering the pilot straight on board like the fireman ladder or something similar
