Bad call by the UMPIRE because he only watched the bass Runner and not the pitcher. In this case, the look back rule was in effect until the pitcher raised her arm and made a fake throw which is considered making a play on the runner which then turns off the back rule, and the runner may advance or return at their own risk.

As you can't see what happened at third base (did the third baseman tag the runner) you can't blame the umps. The players have to catch the runner for leaving early. You can see the ump looking at the third baseman. I would say he was waiting for a tag that didn't happen.
