Somewhat better, because the lure speed in the exalted one is pretty nice with no passive, while rotd has the ghost passive with a worse lure speed but higher luck. So I recommend the rotd then if you have extra time you could then try to get the rod of the exalted one!

What are the baits
To catch Tidal Pike, you can catch it with Night shrimp. Confetti shark can be caught with deep coral. Eternal frostwhale with shark head. Hourglass Bass with aurora bait. And lastly countdown perch with wierd algea. (Says in bestiary)

It took me 3 gold whirlpools befire i caught the whale, and it says here that the event will be open for 18 more days! I also recommend starting an aurora borealis event to catch them much easier!
