You have to stand closer to indicate you want to cross, rather than just someone loitering near the cross walk.

It also depends on if these lights stay lit up regardless of whether someone is crossing or not. Some cross walks I know of flash continuously and in those areas people see it all the time and just desensitize that it's even there after a while. It's the ones that only come on when someone is there tend to be far more noticeable. Good sign the city needs to fix some of these cross walks so it isn't always going off giving a false reading where cars like this could care less and just keep going.

It's used more for a yield for pedestrians not a stop.

"Designed for" and "used for" are two very different concepts. If enough people started using cities designed for pedestrian as cities designed for cars, no amount of pedestrian infrastructure will counteract that. Step 1 is designing for pedestrians. Step 2 is getting drivers to acknowledge that design.

Sounds anecdotal, I have plenty of these in my town, and people generally stop if there is actually someone waiting to cross.
