I understand where you're coming from which is 3:159. The reason I would disagree is 3:110 and 5:78. It's their fathers who are supposed to do their best to teach them the deen. But when it's sexy clothes (especially with hijab) in public we gotta be strict. This is in the long run respected by believing women. Had we not been strict the women of this deen would've become like the Christian women, which they are close to becoming anyway due to the abscence of fathers with gheerah iman and ilm al Islam. And it is not upon us the haram police, rather them the tabarruj, if they chose to not heed the warning because of the hadith of Abdullah bin Masud who reported the messenger of Allah saw say: One of the worst sins is when a man says to his brother "Fear Allah" and he replies "Worry about yourself".

Sister, I recommend that you watch Sheikh Iyad Kunaibi's lectures on the Path to Conviction and his other lectures on women.
