Being as how it's been confirmed that that is in fact Joe, here's what I'm thinking. I think by the end of Mafia 2 when Leo told Vito "Joe wasn't part of the deal" it insinuated to Vito that Joe was killed. On the flip side I think Joe was told the same thing about Vito. So I think Joe thinks Vito is dead and Vito thinks Joe is dead. Vito says to Lincoln "if Joe were alive I would've heard from him by now" however the reason Joe hasn't tried to contact Vito isn't because he's trying to keep it a secret, it's because he thinks Vito is dead. That's my theory anyhow. Also I'm not sure if they confirmed Joe was Lincoln's father or not but I think it's heavily implied.

My cousins came over and slept over and we played this and beat it thru summer vacation plus GTA Dan Andreas bc I needed help with some of the missions and we got slushies and McDonald’s and stayed up all night gaming!
