How did you fix it? Having same problem.
Not an expert but....I have owned boats for 35 years. If you haven’t pulled the t/t motor and disassembled and checked the brushes it might be worth a try. I had an 83 Evinrude 115 that acted that way and new brushes fixed it. Not saying that is exact problem but with unit being 16 years old very good chance it could be brushes

check your the power trim motor
I know this video is over a year old but I just wanted to note that using wire nuts for the trim motor connection is a bad idea, you really need proper heat shrink butt splice connectors. Wire nuts are designed for indoor electrical connections and will corrode in that environment and could definitely cause the problems your having.

Take off the cap you have air in the line.run it up and down with the oil cap off.
