Funny how China always claims at the same time that they welcome foreigners with open arms, but China ain't China when it's not lying. Anyway, this news is misleading. I lived in China for 13 years. Foreigners can only stay at foreign approved hotels. And if you visit and stay at your friends. You have to register as well. Such a hassle. Also, you have 72 hours to register when you get you place to live.
