From what I know, The Mexican Empire's anthem was "Veni Creator Espiritus" it was a latin song that was soon adopted by the First Mexican Empire

No, Veni Creator Espiritis wasn't the Anthem. It was used for the coronation of the Emperor, but it wasn't the anthem. The First Mexican Empire didn't had a Anthem, because congress did anything, but their Job. They had to make a Constitution and the laws, but congress didn't even discussed one article for the Constitution. In my opinion the Emperor should had just double down on the abolishment of the congress and then make another one.

Nope, it was the anthem of the FIRST mexican empire from 1821 to 1823, after that there was no anthem until 1854 where there was a contest for the anthem.
