Great! Maybe you could consider adding some hills to the city, with upward and downward roads. Then your elevated railway could become partially on the new ground level and/or cut through a tunnel

To break up the tan, maybe add a billboard on the top or side of the pass-through building. Either tile or brick built could work and could be clean and brand new or wet and peeling. Seems like a spot that somebody would try to monetize.

The building being mostly tan like that reminds me of a lot of old buildings here in Wisconsin that were made using tannish cream-colored bricks known as "cream city brick", which was also exported from Wisconsin to as far away as Germany, etc... Yea some of the EL in NYC is different too. Ever thought about having one track thst connects the EL to lower track or a possible above ground signal house with track switch?
I've thought about it multiple times, in fact that's how I wanted to build my el in the first place, but it would be just too steep to get it down on street level. I will definitely build a signal house, but a track switch on the elevated level seems too spacious at the moment, but we'll see!

gotta make a steam engine for that railway too, in the 1920's, steam was still the most popular.
Steam locomotives were long gone from elevated railways by that time period
Steam was pretty popular with intercity trains in the 1920s, but mostly gone in city public transport

Nice update, I’m excited to see what you add and how you use it. I’d love to see a gangster inspired scene taking place somewhere within your harbour. Although cutting Lego baseplates feels like it should be illegal, it honestly worked really well for what you’ve done and created. Keep up the great work.
Seeing that this is in the 1920's it would be fair to assume that the Lego world also had the Great Depression, so a soup kitchen provided by the government would maybe be a good idea if you don't already have one?
To be precise the Great Depression was caused by the stock market crash in 1929 and the 1920s were otherwise known as the “Roaring Twenties“ or “Golden Twenties“, but nonetheless at least here in Germany there still was a lot of poverty due to the consequences of ww1, so a soup kitchen is still a fitting idea, I'll search were I can place that in the kitchen, thanks!

It’s definitely a unique and interesting building technique. I’ll admit it adds to its overall design. However I’m just worried that it will be impossible to see as it blends in with the shadows and is unable to stand out. Keep up great work.

I've climbed around on the New York City elevated tracks (as part of my job!) and the look you had at first is more realistic - you actually do have to climb on bare rail ties when you're between the rails! I also think it'll let you see down into the street more, but if what you're after is a dark shadowy street level, then these grill tiles will add some fantastic noire-esque shadows down below.
Wow so you actually had those large gaps between the ties so that you could fall down onto the street? Sounds quite dangerous but then again it's New York City I guess. I agree with you, that the view at the street is very blocked right now, but I think what you've mentioned with the shadowy noir-look is exactly what I want for my el.
