The real problem is when internet grew rapidly in Vanuatu most of the legislation that was supposed to protect rights in terms of the database build in Vanuatu network was never developed. Only when cyberbullying became popular the government realized it had to step in to help regulate those networks operated by big companies. One big Classic example is the company digicel.
