It's interesting ... I work in government, and there is a pivot away from a functional hierarchy (an organizational structure based on skills and function) to one of service delivery and design (organized based on the delivery of a service). When i watch this video it makes me realize that most of the focus in a bureaucracy is on how things are done, whereas a lot of service design is about what gets delivered.
