I think America's approach will be far superior to that of the Chinese. For one, trade must be two-way. And infrastructure development in Africa must be similar to the Marshall plan we did in Europe. It must be a win on both sides. Africa must become not just a resource base, but a technological hub. We must invest in the creation of schools of technology in Africa. I would also like to add this: Yes, china offers cheap loans and subpar construction and if you doubt just look around the world at the projects they have completed most are failing apart.
