Healthy Democracy

Healthy Democracy is a US-based nonpartisan nonprofit that works to elevate everyday people in public decision making. We use democratic lotteries to empower new voices and guarantee representation across our many diversities. And we design deliberative processes that prove a more collaborative politics is possible. We partner with governments, nonprofits, and other organizations to bring together Lottery-Selected Panels that tackle our most difficult policy issues - from housing to health care. We also pioneered the Citizens' Initiative Review (CIR) - the first modern lottery-selected process to be institutionalized in the United States (in Oregon state law in 2011). The CIR convenes Lottery-Selected Panels to investigate ballot measures and write clear, concise, and accurate voter information, removed from campaign messaging and financial influence.

7min Documentary - Deschutes Civic Assembly on Youth Homelessness - Wahoo Films
In September and October 2024, a demographically representative group of residents from across Deschutes County, Oregon, was selected at random to take part as Delegates in the Deschutes Civic Assembly on Youth Homelessness. Their goal as an Assembly was to help local leaders build better policies for tackling the challenges of youth homelessness. Assembly delegates mirrored the age, gender, geographic, housing status, and political affiliation of the broader community.
This Civic Assembly was the first of its kind in Central Oregon and gave people from all walks of life a seat at the table alongside local officials. For five days split over two weekends, the Assembly delegates learned from subject matter experts and people with personal experience, discussed the topic with each other, then formulated and voted on recommendations to governments. In the end they reached more than 75% consensus on 22 policy and programmatic recommendations, which were then presented in November 2024 to city and county officials at the Central Oregon Intergovernmental Council meeting. Official recipients of these Recommendations include the Central Oregon Youth Action Board, Deschutes County, the City of Bend, and the Central Oregon Intergovernmental Council. Representatives of these entities have committed to receiving the results, thoroughly considering them, and issuing a public response. Additional governmental and nongovernmental bodies are expected to receive and consider the Assembly’s Recommendations on an unofficial basis.
This project was a partnership between the Central Oregon Youth Action Board, the Central Oregon Civic Action Project, the Laboratory for the American Conversation at OSU-Cascades, Healthy Democracy, DemocracyNext, and MIT's Center for Constructive Communication. It was funded by contributions from dozens of local individual donors and foundations - including the Ford Family Foundation, the Roundhouse Foundation, the Wade Family Foundation, and Brooks Resources - as well as by national foundations, including the Rockefeller Foundation, Omidyar Network, and Quadrivium. How does the assembly handle a situation when a person doesn’t show up that day of assembly? How do you handle no shows?
we need to make it _legally binding_. ideally we'd just do election by jury. have regular elections but have them decided. by a jury that deliberates for a couple weeks. that way you don't have the huge selection bias that happens when you use traditional sortition only from those who are willing (which you then try to correct via insanely complex algorithms that only correct for demographic metrics you choose).
honestly I could see this being a better way to put in government period. Get rid of elections and just use this or a similar system to fill the political bodies of the country.

Hello, I would have loved to participate as a panelist. I never saw any invite, but it is nice to see the UA-cam Zooms. This is only my 1st view, so I will stay tuned. But I was struck by the overall theme of community, a place for all, accessibility. I thought I had heard that housing was a possibility, but in actuality that would only address the needs of a few, not our whole community. So, it was encouraging to see folks visualize the bigger picture and not just use the buzzword that gets used alot. Housing is an important issue, but this resource is too valuable to all for that need. Thanks all for your time and effort!
