Any judges l have ever dealt with don't have a clue about what goes on in the real world. This man got a small victory but there is no mention of the officers being charged or even disciplined. And the chief of police is conspicuous by nis absence. The officers will continue to act like that until a judges throws them in jail. Dismissng the charges is like kissing your sister. The judge is a wimp for listening.
