I just saw a guy using one of those prickly rollers for his hairline. I see ppl use them for their skincare routines so the products get in the skin. Maybe thats a idea? I have seen the roller at Dollar tree.

You can have her use a castor oil and rosemary, oil, hair scalp daily with a head massager to stimulate hair growth and depending on how old she is, you can mix a little bit of 2% minoxidil in with the oil
