none of the weapons at low levels are strong enough to kill a werewolf. you have about 10 minutes before they show up and swarm, to get a weapon powered up.

there's nothing like running into the bat swarms and all those skeletons instead of running away from them, because you have a high level garlic. gives huge amounts of exp too.

I've played all main line FF games. Never seen this one, I must say. I am glad to see the classic battle system being used since most of the newer iterations have abandoned that style.
