The problem with rote learning is that you can lie and they will still say it. ''This is a cup, this is a cup, this is a farmer''. The students learn that you can not be wrong with repetition so just keep saying it.
Yes, rote learning is very basic and it should not be an end in itself but a means to an end. Teachers need to elevate students' level of learning to be able to think critically.
