Some of those non-boss bot characters came from the Game Boy Version of the entire Mega Man series and were blended in to a whole mixture of characters along with other characters from Mega Man 1, 2, 3, 5, and 6 from the Nintendo version, and some Kirby music as well. Who initially made this in the first place???
