He does use a "wand" in the hobbit. It would seem that Tolkien uses staff, walk stick, stick, and wand interchangeably. But in the Hobbit every time Gandolf is doing something mysterious or magical Tolkien uses the word wand. I think the big problem is American audiences thinking of wands as only the tiny Harry Potter sticks.
