The Off-Highway Motor Vehicle Recreation Program was created in 1971 out of the critical need to better manage growing demands for off-highway recreation, while at the same time foster respect for private property rights and protect California's natural and cultural resources. Today, this program, a division of the California Department of Parks and Recreation, is the largest and most successful program of its type in the U.S. The program continues its commitment to provide safe, enjoyable recreation while balancing the need to protect the state's resources.

One key takeaway from this presentation is that the WHPP won't close any more riding area. Conservation measures are only being implemented within existing closed areas, but of course the overall goals and objectives are to maintain and enhance cultural and natural resources, so there will need to be a balance between use of the park and the WHPP goals. This is not any different from any other state park, which needs to allow a certain level of resource impacts that come with public visitation . This area is not a natural preserve or wilderness area, for example, which places a greater emphasis on resource preservation. I know not everyone will agree, but I think State Parks does a really great job of achieving a balance at the ODSVRA.
