Turns out the escaped convicts that roam Primm early game have been keeping an eye on the Vikki & Vance Casino. No doubt waiting to see whether the residents make a move. I've been playing this game since 2010 and I've never seen this little detail before. It's little storytelling elements like this that make me appreciate this game that much more.

Yah it’s a pretty small, but cool detail that adds more to the world, and gets you access to some chems early on

I believe it's one of the tweaks from IStewieAI's Tweaks. I use almost every mod from Viva New Vegas which includes those tweaks. Would highly recommend that guide if you want a stable vanilla+ New Vegas.

Another possible explanation: The Texas Ranger(Frank Hamer) who ended the crime spree of Bonnie and Clyde had a favorite Colt SAA he called ‘Old Lucky’. It was highly ornate and seems quite similar to the ‘Lucky’ revolver found inside the Bison Steve. Was it someone actually on the lookout for Vickie and Vance?
