Dogs perform really well against low armor infantry for their costs, and their biggest advantage is that they recover instantly after battle as long as none of the handlers got killed, enabling them to do a lot in a few turns for pretty little investment. Dogs perform really badly against high armor and defense units like roman units however, and utterly terribly against cavalry. They also lose their biggest upside when they sit in a sieged settlement. They are nowhere near overpowered, but they can certainly be really useful in the early game.
